About Us

The Election Commissioners Association of New York represents the dedicated election professionals serving in all 62 county Boards of Elections across New York State.

Our members work every day, in a bipartisan manner, to administer fair, secure, and transparent elections for all New Yorkers. While each county Board of Elections operates independently under the New York State Constitution, we are united by a shared commitment to public service and to protecting the integrity of our democratic process.

The ECA of New York supports election officials, encourages collaboration and professional development, and serves as a trusted resource for voters, policymakers, and communities across the state.

The mission of the Election Commissioners Association of New York is to support and strengthen New York’s election professionals through collaboration, education, and advocacy, while promoting fair, accurate, secure, and accessible elections for all voters.

Cortney L. Spittler, President

Cortney L. Spittler serves as President of the Election Commissioners Association of New York (ECA of New York, Inc.) and is the Republican Election Commissioner for the Cattaraugus County Board of Elections, where she is dedicated to ensuring fair, secure, and accessible elections for all voters.  Read More

Melissa Kermani, Secretary-Treasurer

Melissa Kermani serves as Secretary-Treasurer of the Election Commissioners Association of New York (ECA of New York) and as the Republican Deputy Election Commissioner for the Albany County Board of Elections. With a strong background in financial stewardship, organization, and leadership, Melissa brings the experience and attention to detail needed to support the important work of the Association.  Read More

Cassandra M. Bagramian, First Vice President

Cassandra M. Bagramian serves as First Vice President and as the Democratic Election Commissioner for the Saratoga County Board of Elections, where she is committed to administering transparent, accurate, and accessible elections.  Read More

Kelly A. Miller-Simmons, Second Vice President

Kelly A. Miller-Simmons serves as Second Vice President. She is the Republican Commissioner for Columbia County and the Republican Chairman for Region 2.

Before beginning her career as the Columbia County Republican Election Commissioner in January 2020, Kelly served for eight years as an elected official in the Town of Copake. Her extensive experience in election administration has made her a respected leader in her community. She is a strong advocate for professionalism, innovation, and bipartisan collaboration in the electoral process.

Tajian M. Nelson, Third Vice President

Tajian M. Nelson serves as Third Vice President. She is the Democratic Commissioner for Westchester County.   Read More

Jennie H. Bacon, Executive Committee Chair

Jennie H. Bacon is the Executive Committee Chair. She is the Democratic Commissioner from St. Lawrence County.  Read More

With years of experience in election administration, she is recognized for his thoughtful leadership and dedication to strengthening election operations across New York State. Jennie also serves as Chair of the Executive Committee of the New York State Election Commissioners Association (NYSECA), helping guide the organization’s governance and statewide initiatives.

David J. Souliere, IV, Legislative Committee Chair

David J. Souliere, IV is the Legislative Committee Chair. He is the Republican Commissioner from Clinton County, where he takes pride in administering elections in an accessible, and transparent matter.   Read More

Dustin M. Czarny, Democratic Caucus Chair

Dustin M. Czarny is the Democratic Caucus Chair. He is the Democratic Commissioner from Onondaga County.   Read More

Appointed in 2013, Dustin is a longtime advocate for election modernization, voter access, and strengthening public confidence in the electoral process. He also serves as Democratic Caucus Chair of the New York State Election Commissioners Association (NYSECA), representing Democratic election commissioners statewide and advocating for effective election administration and resources.

Cortney L. Spittler, Republican Caucus Chair

Cortney L. Spittler is the Republican Caucus Chair. She is the Republican Commissioner from Cattaraugus County and the Association President for 2026-2027.  Read More
